Dog License in Los Angeles

By los-angeles.com EditorialEdited by Last updated

There is no one "Los Angeles" dog license. 11 different organizations issue them across Los Angeles County, and which one covers an address is decided by the city line rather than by the ZIP code.

The check below reads that line off the City of Los Angeles's own boundary layer and the US Census Bureau's place boundaries rather than off the postal address, which is the question the whole moving to Los Angeles guide is built around.

Which agency licenses your dog?

Which agency licenses your dog depends on your address, not your ZIP code. Put in the address and this reads it against the City of Los Angeles's own boundary and the US Census Bureau's place boundaries, then names the agency and takes you to its licensing page.

Why the answer is local, and why a ZIP code does not settle it

California does not issue dog licenses and requires every locality to. Under the Rabies Control Act, localities in parts of the state designated as rabies areas are not only authorized, but required, to enact dog licensing schemes. Since 1987, all 58 counties in the state of California have been designated as rabies areas. Localities within a rabies area must, by ordinance, provide for the licensing of dogs starting at four months old, and fix license fees within specified limitations.

So the answer always belongs to a city, and the city is not what the postal address says. Los Angeles Animal Services publishes the ZIP codes it regulates and marks dozens of them with an asterisk, meaning the ZIP code is partly inside the City of Los Angeles and partly served by another agency. Its own instruction for telling which side of the line an address falls on is to look at who bills you for water and power.

Who issues a dog license, and who they really are

Three of these are not governments, which is the part that catches people out. A private shelter issuing a license under contract is not the city, so city hall is the wrong building.

  • Los Angeles Animal Services licenses the City of Los Angeles, and also Beverly Hills: the city has licensed dogs for Beverly Hills residents since February 1, 2009, which it states on its own licensing page.
  • Los Angeles County Department of Animal Care and Control licenses all of the unincorporated county, plus 34 contract cities on its own fee schedule. It is the only agency here that states a microchip requirement of its own.
  • Southeast Area Animal Control Authority is a joint powers authority its member cities formed together, and it covers 14 of them. It is the only agency here that states a deadline for somebody who has just moved in.
  • Long Beach Animal Care Services licenses Long Beach and its two contract cities, Cerritos and Signal Hill.
  • Pasadena Humane, Inland Valley Humane Society & SPCA and San Gabriel Valley Humane Society are private nonprofits issuing licenses under contract to cities, 21 between them.
  • Santa Monica, Torrance, Redondo Beach and Duarte each handle their own, three of them through an outside licensing vendor rather than at a city counter.

Fourteen cities in Los Angeles County are not on this page. None of them publishes a page that says who issues the license there, so they are listed by name further down rather than assigned to whichever agency is nearest.

What a license costs

Every figure below is the agency's own published fee. Four of the eleven publish none at all: they price per city inside a licensing portal, so the honest answer for those is that the figure is on the portal and not on this page.

$9 to $35
A one-year license for an altered dog

Across the 48 cities whose agency publishes a figure. Lowest in Rolling Hills, highest in Montebello.

$18 to $250
The same license for an unaltered dog

Same 48 cities. Long Beach, Cerritos, Signal Hill charge the top figure.

Across the 78 cities on this page, three of them private shelters under contract.

The spread is not a rounding difference, and it turns on the city line rather than on anything about the dog. Each city's own row is in the table below.

Nine of the department's contract cities charge something different and the table further down this page gives each one. The $40 field enforcement fee is charged to the owner of an unlicensed pet brought into compliance by the field program.

What the City of Los Angeles charges

The department's own schedule is headed "as of October 2010", which is its label rather than ours. There is no listed fee for an unaltered dog, because the City requires dogs to be spayed or neutered and sends that case to its spay and neuter rules instead. The service dog tag is free and the dog still needs a current license; emotional support and companion animals are not eligible for one.

What Long Beach charges

The highest unaltered dog fee anywhere on this page, by a wide margin, and it is deliberate rather than a misprint: Long Beach charges almost nine times as much to license an unaltered dog as an altered one.

These are 12-month fees and they have applied to Long Beach and its contract cities of Cerritos and Signal Hill since October 1, 2023. Senior rates are for residents aged 60 or above. The unaltered dog figure is the highest on this page by a wide margin and it is not a misprint: licensing an unaltered dog in Long Beach costs almost nine times what licensing an altered one does.

What each agency requires

A rabies vaccination is behind every license in the state, because that is what the licensing scheme is for. Beyond it the agencies differ, and two ask for more than the rest.

  • Rabies, everywhere. A locality must ensure, as a condition of licensing, that dogs receive rabies vaccinations, no more often than annually, at three months of age or older, with vaccines approved, and at intervals prescribed, by the Department of Public Health.
  • Spayed or neutered: the City of Los Angeles and the County. Yes. The department cites Los Angeles Municipal Code 53.15.2(b), and a moratorium on new dog breeding permits has been in effect since May 27, 2024 under 53.15.2(f). The County requires the same for all dogs and cats. Everywhere else, sterilization earns the lower fee and is not a condition of the license.
  • Microchipped: the County alone. Yes. The same sentence requires all dogs and cats to be microchipped, which makes this the only agency on this page that states a microchip requirement of its own. None of the other ten pages states a microchip requirement, which is an absence rather than a no: those pages do not mention one.
  • Long Beach asks for its cats to be altered, which it cites to its own municipal code, while its dogs may be unaltered at a fee of their own.
  • Pasadena has a sterilization rule of its own, separate from licensing, under Pasadena Municipal Code 6.09.010. It reaches that one city rather than the whole Pasadena Humane service area.

The City of Los Angeles also caps the number of dogs at a premises at three, and so does Redondo Beach. Neither cap is in state law.

When to license after you move

Most of these agencies state an age and no deadline. The floor under all of them is state law, which starts the clock at four months old.

  1. From four months old

California's floor, under every agency on this page. A locality in a rabies area must provide for the licensing of dogs starting at four months old, and every county in the state has been one since 1987.

California Attorney General, Opinion 14-603, read 2026-11-01

  2. Within 30 days of moving in

Southeast Area Animal Control Authority is the only agency here that states a deadline for a new arrival: within 30 days of the dog reaching four months, or within 30 days of moving into the city.

SEAACA, City License Information, read 2026-11-01

  3. From three months old

Torrance asks a month earlier than the state floor and than every other agency on this page.

City of Torrance, Pet License, read 2026-11-01

  4. No deadline stated

The City of Los Angeles requires a license for every dog over four months old and states no separate period for somebody who has just moved in. Nor do the County, Long Beach, the three humane societies, Santa Monica or Redondo Beach.

Each agency's own licensing page, read 2026-11-01

Torrance is the odd one out and it runs the expensive way: a dog needs its license a month earlier there than the state floor requires and than every other agency on this page asks.

Cats

Whether a cat needs a license changes across a city line the way a dog's fee does. In more places it is voluntary than required.

  • Required in the unincorporated county and in most of the County's contract cities, in Long Beach, and in Bradbury.
  • Voluntary in several of the County's contract cities, which its fee schedule marks, and in Glendale, the Glendale portion of La Crescenta-Montrose, Bellflower, South El Monte and Torrance.
  • Not a thing at all in the City of Los Angeles. No cat license. The department names dogs and horses, meaning any equine, as the animals required to be licensed in the City of Los Angeles, and names no license for a cat.
  • Not stated by the two humane societies, which say a cat license is required in some of their cities without naming which, and by Santa Monica and Redondo Beach.

Long Beach accepts a microchip instead of a collar tag for a cat, which it explains in its own words: some cats will not wear a collar.

What happens if you do not license

Only two of them publish an amount. What follows is what each one says.

  • Long Beach publishes the schedule. After 60 days a late penalty is assessed, and after 90 days citations may be issued. Each day a violation exists is a separate offense: $100 for the first, $200 for a second of the same section within a year, and $250 or $500 for any after that.
  • The County charges for being brought into compliance. Failure to vaccinate or license a dog or cat may result in fines or penalties. Failing to renew can add a late penalty equal to the cost of the license. The department publishes no fine amount for an unlicensed dog.
  • SEAACA has a renewal window. Renewals are annual and a penalty applies where a renewal is not paid within 30 days of its due date.
  • The two humane societies say "additional fees" and no amount. Both the Inland Valley Humane Society and the San Gabriel Valley Humane Society state that having an unlicensed dog over four months old on the property results in additional fees, and neither publishes what those fees are, so the figure is whatever the office quotes when it calls.
  • The City of Los Angeles publishes no fine for an unlicensed dog. What it does state is that a license is valid only while the rabies vaccination behind it is still effective.

A license is also what gets a lost dog home. Every tag carries a number the agency can look up, and Long Beach holds a licensed animal for up to ten days rather than five.

Which agency licenses which city

78 cities, each row from the agency's own page. Four of them are outside Los Angeles County and are here because the agency lists them.

A city name is not always the whole answer, and Pasadena Humane makes the point in its own words: residents of unincorporated Arcadia, Monrovia and Pasadena license with the County rather than with the shelter that serves the city of the same name. The address check at the top of this page reads the city boundary rather than the name, so it gets those right.

Each row is from the agency's own page, read on 2026-11-01. The two fee columns are the plain one-year rates; senior, veteran and low-income rates are in the fees section above. "Not published" means the agency puts no figure on the web and prices inside its licensing portal, which is the case for four of them. 14 cities in Los Angeles County are absent, named in the section above this one.

Cities this page cannot answer for

Fourteen cities in Los Angeles County have no row in the table above. Each of them runs or contracts animal services somehow; what is missing is a page this site could open that says who issues the license.

  • Avalon
  • Burbank
  • Commerce
  • Culver City
  • El Segundo
  • Gardena
  • Hawthorne
  • Hermosa Beach
  • Huntington Park
  • La Puente
  • Lawndale
  • Lynwood
  • Manhattan Beach
  • Rosemead

For one of these addresses the check names the city and says it cannot tell you, rather than sending you to the nearest agency. Ask the city: it decided the arrangement, so the answer is on its own animal services or finance page.

The rest of what California asks of a new resident

A dog license is a local matter. The deadlines the state itself sets are on the moving to Los Angeles checklist, with the DMV page each one came from and the day somebody here read it.

How current this page is

Confirmed

  • Which agency licenses dogs in 78 cities, each from that agency's own page, read on 2026-11-01.
  • Published fee tables for Los Angeles Animal Services, the County's 34 contract cities and its unincorporated areas, Long Beach Animal Care Services and 14 SEAACA cities.
  • That California does not issue dog licenses and requires every locality to, from the Attorney General's published opinion construing the Rabies Control Act.
  • That the City of Los Angeles has licensed dogs for Beverly Hills residents since February 1, 2009, which Los Angeles Animal Services states on its own licensing page.

What this page cannot tell you yet

  • Who licenses dogs in 14 of the county's cities. None publishes a page this site could read that says so, and they are named rather than assigned to the nearest agency.
  • Fees for four of the eleven agencies. Pasadena Humane, the two humane societies, Santa Monica, Torrance and Redondo Beach publish no amounts on the web and price inside a licensing portal.
  • The text of Los Angeles Municipal Code 53.28 and of Health and Safety Code 121690. Both hosts refuse this build environment, so the city rule rests on the City's own agency citing its own code, and the state rule on the Attorney General's published reading of the statute.
  • Whether a microchip is required anywhere but the unincorporated county and the County's contract cities. Ten of the eleven pages do not mention one, which is an absence rather than a no.

What changed

  • : Written. The routing table, the fees and the address check, from each agency's own pages.

Common questions

Is a dog license required in Los Angeles?
Yes. In the City of Los Angeles every dog over four months of age kept in the city must be licensed, which Los Angeles Animal Services cites to Los Angeles Municipal Code 53.28, and the dog must also be spayed or neutered under 53.15.2(b). Outside the city the requirement still holds, under whichever agency covers that address. No city in Los Angeles County has the option of not licensing dogs: every California county has been a designated rabies area since 1987, and a locality in one must provide for the licensing of dogs from four months old.
How much is a dog license in Los Angeles or LA County?
In the City of Los Angeles, $20 a year for an altered dog, or $55 for three years, with a $10 rate for a low-income owner aged 62 or over or a low-income disabled owner. In the unincorporated county it is $20 for an altered dog and $60 unaltered, with $7.50 for an owner aged 60 or over. Those are two of the figures on this page and not the whole range: across the cities whose agency publishes a figure, an altered dog runs from $9 in Rolling Hills to $35 in Montebello, and an unaltered one from $18 in Rolling Hills to $250 in Long Beach, Cerritos, Signal Hill. The table on this page carries each city's own row.
What happens if I do not license my dog?
It depends on the agency, and only two publish amounts. Long Beach assesses a late penalty after 60 days, may issue citations after 90, and treats each day as a separate offense at $15 for the license itself plus fines of $100, then $200, then $250 or $500. The County charges a $40 field enforcement fee to the owner of an unlicensed pet brought into compliance by its field program, and a late renewal can add a penalty equal to the license fee. SEAACA applies a penalty where a renewal is more than 30 days late. The two humane societies say an unlicensed dog over four months old results in additional fees and publish no amount, and the City of Los Angeles publishes no fine for an unlicensed dog at all.
Does California require a dog license?
California does not issue dog licenses and it requires every locality to. Under the Rabies Control Act, localities in parts of the state designated as rabies areas are not only authorized but required to enact dog licensing schemes, and since 1987 all 58 counties have been designated as rabies areas. A locality in one must provide for the licensing of dogs starting at four months old, fix the fees within statutory limits, and make a rabies vaccination a condition of the license. That is the Attorney General's published reading of Health and Safety Code 121690 in Opinion 14-603 of October 21, 2015. It is also why there is no state license to apply for: the agency is always a city, a county or a body one of them contracted with.
