Fines and enforcement for unregistered short-term rentals

By los-angeles.com EditorialEdited by Last updated Fees checked against LA City PlanningReviewed by , Brown & Charbonneau, LLP

Listing a short-term rental in Los Angeles without a valid registration number is a violation, and the city issues significant fines for it. Penalties escalate with repeat violations. Registration itself costs $89 a year, which is the comparison worth making before deciding not to register.

Platforms are separately obliged to remove listings that carry no valid registration, so enforcement does not depend on an inspector visiting the property. The listing itself is the evidence. Whether an address can be registered at all is a separate question, and the short-term rental checker answers it.

How unregistered listings are found

The registration number has to appear on the listing, which makes an unregistered one visible from the platform alone. Neighbor complaints are the other common route.

Registering late does not undo it

Registering after a violation notice does not erase the period of unregistered operation. Register first, then list. Going past the night cap without an Extended Home-Sharing permit is a violation in the same way, and if you rent rather than own, the notarized landlord approval a renter files has to be in hand before either step, because the registration application asks for it.

Can I Airbnb This Address?

Checks a specific LA address against the Home-Sharing Ordinance, including the rent stabilization exclusion that disqualifies most listings.

Common questions

What is the fine?
Significant, and escalating for repeat violations. We do not print a number, and that is not because nobody has looked: the city does not publish a single authoritative figure for it. The amounts that circulate come from secondary sources that disagree with each other, and the person reading this is deciding whether to list, which is exactly the reader a wrong number would cost the most. Ask the city what applies to your situation.
Will Airbnb take my listing down if I have no registration number?
Platforms are required to remove listings that carry no valid registration, so this usually happens before any city officer is involved. That is also why an unregistered listing is visible from the platform alone: the number has to appear on the listing, so its absence is the evidence.
Can I still be fined for a listing I have already taken down?
Yes. Taking the listing down stops the violation continuing, it does not erase the period the unit was operating unregistered. The same is true of registering afterwards, which is why the order matters: register first, then list.
Who gets fined, the owner or the tenant who listed it?
Enforcement follows whoever is operating the listing, so a tenant who listed a unit without permission is generally the one in the frame. That tenant may also be in breach of the lease at the same time, which is a separate problem with the landlord rather than with the city.
